Enhancing Rail Safety: Elite Precast Concrete’s Contribution

Recent incidents have reinforced the vital importance of safety for rail track workers, prompting the industry to prioritise innovative solutions that better protect teams working on or near live rail lines. This shift follows high-profile cases such as Network Rail’s £3.41 million fine after a track worker was fatally struck by a passenger train near Surbiton station in February 2021. Investigations by the Office of Rail and Road (ORR) revealed failures in planning, monitoring, and supervision that placed workers at unacceptable risk.

Addressing these challenges head-on, we have been actively involved in delivering practical safety solutions through our advanced barrier systems. One such solution is the AOL barrier system, constructed using our Legato® concrete blocks. This approach has already proven successful in projects such as the Cardiff Area Signalling Renewals, where it enabled safe working adjacent to operational rail lines. Not only does it reduce the need for full line possessions, but it also significantly cuts down on service disruption.

Legato® blocks are manufactured from high-strength concrete and are built to last, with a design life of at least 100 years. Their modular, interlocking design and built-in lifting points make them ideal for rapid deployment in demanding rail environments. These barriers form solid, reliable divisions between live tracks and active work zones, vastly improving safety for rail operatives.

The AOL barrier system has been widely praised by Network Rail officials for transforming the concept of a “virtual wall” into a tangible, high-performing solution. Completed on time, the project marked a significant milestone, with the Legato® walling system now approved for use in line-open rail construction.
